A health information exchange lets certified systems share health records securely using common standards, so information can follow you between providers. Under the Digital Health Act, the Digital Health Agency develops the infrastructure for exchanging health information securely and promotes portable personal health records.

No. The Act sets rules on disclosure and consent for health data. Exchange happens between authorised systems under those rules.
